Mitch was born on January 10, 1950, in Baltimore, Maryland, to Roy Stewart and Elizabeth Catherine (Colburn) Jarrel. At an early age, the family moved to Purcell and where Mitch graduated from Purcell High School in 1969.

On July 25, 1969, he entered into holy matrimony with his beloved wife Donna Booker, and they embarked on a lifelong journey together in Purcell. Throughout his career journey, which spanned various roles and responsibilities, Mitch dedicated himself diligently until his retirement as the Director for National Flood. A connoisseur of good coffee and a lover of cookies and ice cream; Mitch found immense pleasure in these simple joys of life. During his high school years, he actively participated in football and was a valued member of the track team until an injury befell him during his senior year. In moments of leisure, he delighted in watching the television show “Mash” as well as engaging in lively games of dominos with his family. And not to forget his loyal canine companion named “Dutchess,” a boxer who brought him much happiness.

Mitch was preceded in death by his parents, Roy and Elizabeth Jarrel; his brother, Tom Brown; and a niece, Stephanie Long.

Survivors include his wife, Donna Jarrel; his daughter, Cami Jarrel; his son, Doug Jarrel; his sister, Nancy Long and husband, Jack; his grandchildren, Alley Duke and husband, Dalton, Aryan Toth, Amberly Samples and husband, James, Lacie Jarrel, Dillon Lack, Jayden Jarrel and Phenix Jarrel; his great-grandchildren, JW Duke, Newt Duke, Hagen Duke, Emory Toth, Avery Toth, Landon Toth, Wyatt Arbister, Harper Samples, Peyton Samples, Bo Duke and Bryntley Duke; and numerous other relatives and friends.
