New Purcell Emergency Management Director Andy Pipes  is settling into his position filling the shoes of former director Rachel Huey.

Huey served a 2 1/2 year stint at emergency manager director before leaving the position at the end of last year.

Pipes took over in late January.

He is a dynamic professional with extensive experience in emergency management, healthcare, and aviation.

He currently serves not only as the Emergency Management Director and Airport Manager but also plays a key role in overseeing disaster preparedness, response and recovery efforts.

In this dual role, he works closely with various departments, organizations and agencies to ensure the city’s readiness for natural and man-made disasters.

Additionally, Pipes is responsible for managing airport operations, ensuring compliance with FAA regulations and securing grants for the airport’s growth and maintenance.

Prior to this position, Pipes served as a Registered Nurse and House Supervisor at the Oklahoma Department of Veterans Affairs, where he was responsible for patient care operations and leading clinical staff during critical shifts. His ability to manage emergency situations and lead teams under pressure was essential in maintaining high-quality patient care and ensuring continuity during off-hours.

Pipes’ career also includes notable experience in aviation and emergency management, including serving for years as a pilot, A&P mechanic, volunteer firefighter and with rural law enforcement.

As Airport Operator at the City of Kirksville Airport, he was responsible for airfield operations, safety compliance, and coordinating emergency responses to aviation incidents.

He oversaw air traffic management, safety protocols and weather-related impacts on airport operations.

In addition to his aviation and emergency management roles, Pipes’ background includes healthcare positions such as Nurse Educator and Therapeutic Apheresis Nurse, where he managed complex patient care and contributed to staff training.

He is also experienced in American Red Cross mobile blood collection operations, managing logistics and ensuring safety compliance.

With certifications in FAA operations, healthcare management and emergency response, Pipes brings a unique skill set to both aviation and crisis management, making him an invaluable leader in emergency situations and operational efficiency.
