In its regular July meeting Monday at the Community Room of the Police Service Building the city council voted to purchase three vehicles for the Purcell Police Department.

The council, minus mayor Graham Fishburn who was absent, voted to purchase three Dodge Durangos as police units from Bob Howard Auto group for $127,005 and approved the upfitting equipment as specified from Metro Emergency Upfitting in the sum of $66,006.

The council voted to approve the master plan for the McCurdy Park project and approved putting the splash pad project out for bid.

The board voted to expend $1,744.95 to increase animal shelter donation expenses from reserve funds and approved $6,522.48 to increase grant monies and equipment for the police department and to record receipt of a District Attorney Council Grant.

The city leaders approved a budget amendment in the sum of $20,738.33 for extra payroll expenses for Kevin Rhoads’ retirement payout.

A budget amendment of $1,108,400.90 was approved to balance out all transfer accounts which will be covered by the increase in sales tax revenue.

An electric utility rebate was approved to Mayes Properties and appointed Lori Cox to the library advisory  board replacing Myra Munoz.

A grant application to the Oklahoma Aeronautics Commission for construction of two new hangers at the airport was authorized in the amount of $251,926. Councilman Jay Tate voted against the measure that passed 3-1.

In the Purcell Public Works Authority portion of the meeting, board members voted to approve submitting plans and application to ODEQ for a water line extension to serve Dow’s Hills Phase 2 subdivision west of Washington. That also passed 3-1.

The board approved a resolution establishing policies and updating the fee schedule for water meter installation and water tap fees.

After meeting in executive session, the board approved the collective bargaining agreements for fiscal 2022-2023 between the City of Purcell with both the Purcell Professional Firefighters Local 3596 of International Association of Firefighters (IAFF) and the Lodge #194 Fraternal Order of Police.

In his city manager report Dale Bunn reported the new South Canadian Lift Station project is ongoing since one of the two pumps is not working at 100 percent capacity. Work is underway to get the new lift station up and running.

He reported the South Green Avenue lighting project is continuing to make progress and he said most of the temporary roads around Purcell Municipal Hospital have been removed. Additional sod will be forthcoming along with the final landscaping.

Burn told the board that by the end of July the parking lot of Sunray Baptist Church will be redone.

Emergency Management Director Rachael Huey told the board about the new and improved and less expensive alert system.

Prior to getting to the agenda, Jacob Crooch addressed the board expressing his displeasure with the way the airport is being managed and run.
