RESOLUTION NO. 2026-0002

RESOLUTION OF THE BOARD OF TRUSTEES OF THE TOWN OF SELAH, OKLAHOMA, CALLING A SPECIAL TOWN MEETING ELECTION TO OCCUR ON JULY 28, 2026, TO SUBMIT PROPOSITIONS TO THE REGISTERED VOTERS OF THE TOWN CONCERNING LEVY OF NEW SALES AND USE EXCISE TAXES, CONVERSION OF CERTAIN ELECTED OFFICES TO APPOINTED OFFICES, AND CONSOLIDATION OF CERTAIN TOWN OFFICES; AND PROVIDING FOR AN AGENDA AND NOTICE.

WHEREAS, the Town of Selah, Oklahoma (the “Town”) is subject to and conducts its elections pursuant to the Oklahoma Town Meeting Act, 11 O.S. § 16-301, et seq. (the “Act”); 

WHEREAS, the Town Board of Trustees has determined it is advisable to call a special town meeting election to submit certain questions to the registered voters of the Town in accordance with the Act to submit certain questions to the registered voters in accordance with the Act and as set forth with peculiarity below.

NOW, THEREFORE, BE IT RESOLVED BY THE TOWN BOARD OF TRUSTEES OF THE TOWN OF SELAH, OKLAHOMA as follows:

1. A Special Town Meeting election is hereby called and will be held under the Oklahoma Town Meeting Act, with such town meeting to occur at the Reserve @ Selah, 18932 Selah Way, Suite 200, Norman, Oklahoma, 73072 at 6:30 P.M. on July 28, 2026, to submit the following propositions to registered voters of the Town for approval or rejection:
2. Shall Ordinance No. 1, levying a general purpose municipal sales tax of four percent (4%), be approved and go into effect on October 1, 2026?
3. Shall Ordinance No. 2, levying a general purpose municipal use tax of four percent (4%) on the storage, use or other consumption of tangible personal property, be approved and go into effect on October 1, 2026? 
4. Shall the office of Town Treasurer be changed from an elected position to a position appointed by the Town Board of Trustees, with such change to into effect on the date of the next Biennial Town Meeting Election to be held on April 6, 2027?
5. Shall the office of Town Clerk be changed from an elected position to a position appointed by the Town Board of Trustees, with such change to into effect on the date of the next Biennial Town Meeting Election to be held on April 6, 2027?
6. Shall the offices of Town Treasurer and Town Clerk be combined into the single office of Town Clerk-Treasurer, with such change to into effect on the date of the next Biennial Town Meeting Election to be held on April 6, 2027?
7. The Agenda for the Special Town Meeting Election called by this resolution shall be as follows:

9. Introduction and Overview of Election Procedure.
10. Distribution of Ballots and Voting.
11. Tabulation and announcement of results.
12. Adjournment.
13. The Town Clerk is authorized and directed to publish and post this resolution consistent with notice requirements of the Oklahoma Town Meeting Act and the Oklahoma Open Meeting Act.
