ORDINANCE NO. 2026-01

AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE TOWN OF WAYNE, SPECIFICALY TITLE 9 (UTILITIES) CHAPTER 2 (GENERAL PROVISIONS FOR UTILITIES) SECTION 6 (BILLS FOR SERVICE; DELINQUENCIES) SUBSECTION B AND REPEALING ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH AND PROVIDING FOR SEVERABILITY.

BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF WAYNE, OKLAHOMA:

Title 9, Chapter 2, Section 6 Subsection D of the Wayne Municipal Code of Ordinances is amended and shall hereafter read as follows:

SECTION I:   AMENDMENTS.

Section B: DISCONTINUANCE OF SERVICE: 

(The contents of Subsections B (1), (2), and (3) shall remain unchanged.)

4. The town reserves the right to discontinue or limit any utility or service provided to customers located outside the city limits for any reason, given the Board determines the same is in the best interests of the Town, subject to any written contract and/or agreement. 

SECTION II:  SEVERABILITY.  

If any section, subsection, sentence, clause, or phrase of these Ordinances are, for any reason, held to be unconstitutional, such decision shall not affect the validity of the remaining portions of these Ordinances.  

SECTION III:  REPEALER.  

All other Ordinances or parts of Ordinances in conflict herewith are hereby repealed.

TO: All persons interested in the Estate of Lloyd Dean Alexander, Deceased.

You are hereby notified that the Petitioner, Patricia Ryan, filed in the District Court of McClain County, Oklahoma, a Petition for Summary Administration. The Petitioner has alleged that Lloyd Dean Alexander died testate on August 21, 2025, domiciled and residing in San Diego County, California, that the total value of the Decedent’s property in Oklahoma is less than $200,000.00, and the only heirs, administrators, executors, devisees, and legatees of Lloyd Dean Alexander are Patricia Ryan, 930 Hayes Avenue, San Diego, CA 92103; Patricia Ryan, Trustee of the Lloyd D. Alexander and Patricia A. Ryan Trust dated June 26, 2015, as restated on May 21, 2025, 930 Hayes Avenue, San Diego, CA 92103; David Alexander, 76 West 19th Street, Holland, MI 49423; Tina Alexander, address unknown; and Tyler Alexander, address unknown. 

All creditors having claims against Lloyd Dean Alexander, deceased, are required to present the same with a description of all securities and other collateral, if any, held by each creditor with respect to such claims, to the Petitioner, Patricia Ryan, c/o Timothy C. Dowd, Two Leadership Square, 211 North Robinson, Suite 1300, Oklahoma City, OK 73102, no more than thirty (30) days following the granting of the order admitting the petition and combined notice, or the same will be forever barred.

Notice is hereby given that a hearing will be held on May 14, 2026, at 9:30 am., at the McClain County District Courthouse, 121 North 2nd Avenue, Purcell, OK 73080, before Judge Charles Gray. At the hearing, the Court will decide whether to approve the Petition for Summary Administration.

You are hereby advised that you must file objections to the Petition for Summary Administration and Final Account and Petition for Determination of Heirship, Distribution and Discharge at any time before the hearing and send a copy to the Petitioner, or you will be deemed to have waived any objections.  If you have no objections, you do not need to appear at the hearing or make any filing with the Court.

If any objection is filed before the hearing, the Court will determine at the hearing whether the Will filed herein shall be admitted to probate, and whether the summary administration proceedings are appropriate and if so, whether the estate will be distributed and to whom.
