McClain County Commissioners Minutes Monday, January 5th

Board of McClain County Commissioners met in regular session on Monday, January 5th, 2026 at 8:15a.m. in Room 111 of the McClain County Courthouse. Chairman Wilson Lyles called the meeting to order and led the flag salute. County Clerk Rebekah Couch called the roll and those present were: Chairman Wilson Lyles, Vice Chairman Terry Daniel, and Member Glen Murray.

Terry Daniel moved, Glen Murray seconded to retain Wilson Lyles as Chairman and Terry Daniel as Vice Chairman for the BOCC for the remainder of the 2025-2025 fiscal year. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to approve the minutes of the 12/29/2025 meeting, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to approve Blanket Purchase Orders as on file in the County Clerk’s office, seconded by Glen Murray. Vote Aye: Murray, Lyles, Daniel. Motion carried.

No Transfers of Appropriations or Road Crossing Permits were requested.

Terry Daniel moved to approve Resolution No. 32-2025-2026 a countywide burn ban effective immediately for a period not to exceed 14 days, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to establish the mileage reimbursement rate at $72.5 cents per mile for the 2026 calendar year as in accordance with the Internal Revenue Service. Vote Aye: Murray, Lyles, Daniel. Motion carried.

The Resolution to (i) call a special election for determination of whether Selah, located in part of Section 21 and Section 28, T8N, R3W, in McClain County, State of Oklahoma, shall become an incorporated town and (ii) provide notice of the special election to the County Election Board was stricken from the agenda.

Terry Daniel moved to acceptance the withdrawal of Petition for Incorporation of the Town of Selah, located in part of Section 21 and Section 28, T8N, R3W, in McClain County, State of Oklahoma, which was received on December 22, 2025, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to advertise for bids for the purchase of Aerial Imaging for McClain County with bids to be received by 4:00 p.m. on January 23, 2026 and Opened at 8:30 a.m. on January 26, 2026, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

The Board of Commissioners toured the jail as required by state statue.

With no further business, Terry Daniel moved to adjourn at 9:09 a.m., Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
