No. 53-February 5-1 Time

Board of McClain County Commissioners met in regular session on Tuesday, January 20, 2026 at 8:15 a.m. in Room 111 of the McClain County Courthouse. Chairman Wilson Lyles called the meeting to order and led the flag salute. County Clerk Rebekah Couch called the roll and those present were: Chairman Wilson Lyles, Vice Chairman Terry Daniel, and member Glen Murray.

Terry Daniel moved to approve the minutes of the January 12 and January 15, 2026 meetings, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve the following Transfers of Appropriations: Rural Fire-ST: $70,000.00 from 1321-2-8203-2005 to 1321-2-8203-4110; General: $143,517.40 from 0001-2-0400-2005 to 0001-2-0400-1110. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve the December 2025 monthly reports for the Assessor, Sheriff, Treasurer, County Clerk, Health Dept, Election Board, and Court Clerk. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to approve the Allocation of Alcoholic Beverage Tax, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

No Road Crossing Permits were requested.

Terry Daniel moved to strike the Resolutions for Disposing of Equipment, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to designate Commissioner Glen Murray as the commissioner to serve on the Community Sentencing Planning Council, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to approve Resolution No. 33-2025-2026 a countywide burn ban effective immediately for a period not to exceed 14 days, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to acknowledged notification that the McClain County Election Board will remain open during county holidays on April 3 and June 19, 2026; Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve the Independent Contractor Agreement between the Board of County Commissioners, on behalf of the McClain County Assessor, and Dustin A. Warren and Joshua S. Browning, d/b/a JD Oasis LLC, through January 31, 2027, in an amount not to exceed $113,058.00. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to acknowledge the Sheriff’s Commissary Report for 2025, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

With no further business Terry Daniel moved to adjourn at 8:45 a.m., Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
